User Agreement
Please read this document carefully. This is an electronic legal agreement between you (hereinafter referred to as the “User”, “Service Requester”, “Visitor”, “Client”, “Subscriber”, or “You”) and the Inabah website and application (hereinafter referred to as the “Platform”, the “Application”, the “Website”, the “Site”, “Inabah”, “we”, “us”, or “our”).
The Inabah website and application are operated by the World Federation of Muslim Scouts, an independent body that includes scouting organizations and federations representing Muslim scouts worldwide. The Federation has been recognized by the following entities:
- The Seventh Islamic Summit Conference held in Casablanca, Kingdom of Morocco, from 11–15 Rajab 1415 AH (13–15 December 1994), Resolution No. 5/7-T (Q.I).
- The World Organization of the Scout Movement at its conference held in Bangkok in 1993.
- The World Islamic Call Council at its conference held in Cairo in 1416 AH.
- Royal approval from the Custodian of the Two Holy Mosques, King Fahd bin Abdulaziz, to host the Federation in the Kingdom of Saudi Arabia (No. 9/B/14886 dated 17/9/1420 AH) with its headquarters in Jeddah, Saudi Arabia.

The World Federation of Muslim Scouts is subject to all applicable laws and regulations in force within the jurisdiction of the Kingdom of Saudi Arabia (host country). The Federation manages and operates the Inabah application (hereinafter the “Application”) and the website under the domain (www.inabah.org) (hereinafter the “Website” or the “Site”).
Eligibility and Use of the Services
To use the services of the Website, you must:
- Be 18 years of age or older.
- Have the legal authority to enter into a binding contract with us and not be prohibited from doing so under any applicable laws.
- Reside in the Kingdom of Saudi Arabia.
You also undertake that any registration information you submit to the Inabah website or application is true, accurate, current, and complete, and you agree to keep it so at all times.
By browsing, visiting, accessing, and/or using the services on the Website and/or Application, whether as a registered user or not, you expressly and unconditionally agree to all terms and conditions of use, disclaimers, and the Privacy Policy set forth herein. Such agreement constitutes a legally binding contract between the Website and Application and you. If you do not agree to all terms, conditions, and provisions, you must not continue to access or use the Website and/or the Application and/or the services.
Any amendment to these terms and conditions becomes effective immediately upon its announcement, unless otherwise stated. Your continued use of the Website and/or Application after any such announcement constitutes your full acceptance of the amendment.
This User Agreement is prepared and concluded in both Arabic and English. In the event of any discrepancy between the Arabic and English texts in this document or any related documents, the Arabic text shall prevail.
If the Website and/or Application team contacts the user for any reason related to this Agreement, or your membership account on the Website and/or Application and/or the service, we will use the most recent contact details provided by you. As a registered user with a membership account on Inabah, you must keep your personal information up to date at all times.
Please retain a copy of this User Agreement for your records. You may review an updated version of this User Agreement at any time on the Website and Application. You may also request a copy of this User Agreement at any time by contacting us.
We reserve the right to record all conversations, electronic messages, and other communications between you and our team.
Communication
Email is generally the primary method of communication between the Website and Application and you. Therefore, you must ensure that the email address registered in your membership account on the Website or Application is valid and capable of sending and receiving emails. You are required to check your inbox regularly and frequently.
Some emails may contain links to additional information about our services. Verifying and ensuring that any received email is genuine and from a trusted source is solely your responsibility. You may contact Customer Service at (cs@inabah.org) to verify any emails claimed to be sent by the Website or Application.
If the Website or Application sends an email to the email address registered in your membership account, you agree and understand that this constitutes a valid written notice from us to you. Likewise, if you send an email to (cs@inabah.org), this constitutes a written notice from you to us. For all notices sent by email, the date of receipt shall be deemed the date of sending.
To view incoming emails, you will need a computer, smart device, or mobile phone equipped with an email program capable of displaying emails in HTML format. We may also send attachments in Portable Document Format (“PDF”), for which you will need Adobe Acrobat Reader, which can be downloaded free of charge from Adobe’s official website.
We will never send you emails containing executable files (.exe) or links to executable files. If you receive any email with such attachments, you should delete it without clicking on the attachment. If you are uncertain whether an email is from us, please contact Customer Service at (cs@inabah.org) for confirmation.
By using the services, you also agree to receive communications and notices related to our services through the services themselves, SMS messages, or notifications sent via the Website or Application, including but not limited to: communications related to the services, your subscription transactions, and messages or notifications sent or posted on the Website and Application.
Furthermore, you acknowledge that all communications provided to you electronically are considered written communications that fulfill all legal requirements and have the same legal effect as written communications on paper. You also acknowledge and commit to periodically updating your contact information in your account.
Email Policy
We will not share, sell, rent, exchange, or allow any third party to use your email address for commercial purposes without your consent.
Purpose of the Application and Website
Inabah is an application and website that acts as an electronic intermediary for performing Umrah and Hajj-by-proxy rituals on behalf of Muslims who are unable to perform them themselves, such as the sick, the elderly, people with limited income, and others in similar situations, by designating qualified individuals to perform these rituals on their behalf.
We will provide all our services with reasonable care and skill.
Information About You and Your Visits to Our Website
We process information about you in accordance with our Privacy Policy. By using the Website or Application, you agree to such processing.
Access to the Website and Inabah Application
Once you register and obtain membership on the Website and/or Application, you, as a registered user, must ensure that all personal information you have provided is accurate and must be updated whenever it changes.
You agree and undertake not to browse and/or use the Website and/or Application and all of its services and pages except in accordance with the terms and conditions and applicable laws and regulations.
Access to the Website and/or Application is permitted on a temporary basis. We reserve the right to withdraw, suspend, or modify the services and advertisements (in whole or in part) we provide on our Website at any time and for any reason without notifying you.
We shall not be liable to you or any third party if the Website and/or Application is partially or fully inaccessible or unavailable for any reason beyond our reasonable control, or due to maintenance, updates, upgrades, or similar reasons, or if the Website and/or Application is unavailable at any time or for any period.
We may, from time to time, restrict access to certain parts of the Website and/or Application or the entire Website and/or Application.
If you choose your account information (username, password, identification code), or if the Website and/or Application provides you with such information as part of our security procedures, you must treat such information as strictly confidential and not disclose it to any third party. We have the right at any time to disable any identification code or password, whether chosen by you or provided by us, if we reasonably believe that you have failed to comply with any of the provisions of these Terms of Use.
You must take all necessary steps and arrangements to enable you to access the Website and/or Application and ensure that any person who accesses the Website and/or Application through your internet subscription is aware of these terms and conditions and complies with them.
Intellectual Property
The services are protected by applicable intellectual property laws in the Kingdom of Saudi Arabia and international treaties. Subject to the limited rights expressly granted under these terms, we retain all rights in and to the services, including, without limitation, all intellectual property rights.
We respect the intellectual property rights of others and take copyright and all other intellectual property rights seriously. We require our users to do the same.
Disclaimer and Limitation of Liability
Except as expressly provided in these terms and conditions, we make no other representations, conditions, or warranties, whether express or implied. We do not warrant the correctness and/or accuracy of any information and/or content on the Website and/or Application, whether in downloadable content and/or information and/or content sent via email and/or SMS or any other means.
Your use of the Website and/or Application is at your own risk. The services and content provided on the Website and/or Application are provided on an “as is” and “as available” basis. We reserve the right to restrict your use of the Website and/or Application or any part thereof at any time.
We do not warrant that the Website and/or Application will be uninterrupted or error-free during the performance of Umrah or Hajj-by-proxy services, or that the Website and/or Application is secure, or that the Website and/or Application and the service provider are free of viruses, trojans, worms, time bombs, corrupted files, malware, spyware, or similar programs, or that the information on the Website and/or Application is correct, accurate, suitable, useful, up to date, reliable, or complete.
If you download any content from the Website and/or Application, you do so at your sole discretion and risk. You are solely responsible for any damage to the device used for the service and/or any loss of data resulting from browsing or using the Website and/or Application. Any advice or information you obtain from the Website and/or Application does not constitute any kind of warranty.
We do not accept any responsibility for any actions you take in reliance on any information and/or data obtained from the Website and/or Application and/or services and/or sent via email and/or SMS and/or other communication applications that may result in any direct and/or indirect losses or damages.
You acknowledge that the service is provided on an “as is”, “with all faults”, and “as available” basis.
In no event shall we be liable to you and/or any third party for any direct and/or indirect losses or damages arising out of any contractual obligations and/or misuse and/or negligence and/or resulting from the use of the Website and/or Application and/or services.
The Service Requester is responsible for monitoring the Service Provider during all stages of the service execution.
In no event shall we be liable to you for any direct and/or indirect losses or damages resulting from interruption of your internet connection.
In no event shall we be liable to you for any direct and/or indirect losses or damages arising from non-provision of the service due to force majeure beyond our control.
Restrictions on Use
By accessing and using the Website and/or Application, you acknowledge and agree to refrain from the following:
- Providing your user identification code or password to another person to carry out transactions on your instructions.
- Sharing your membership account information (username, password, identification code) with any third party.
- Selling, licensing, renting, modifying, copying, reproducing, downloading, publishing, transmitting, distributing, or editing any derivative materials from any content available on the Website and/or Application in any form without prior written consent from the Federation.
- Reproducing or republishing the content of the Website and/or Application, in whole or in part, including reproducing it on another website.
- Using the Website and/or Application in any way to send unsolicited commercial emails or spam, or any misuse of this type of the Website and/or Application.
- Using the Website and/or Application in any way that may cause damage to the Website and/or Application or hinder access to it.
- Uploading or providing files on the Website and/or Application that contain viruses, malware of any kind, or corrupted data.
- Publishing, advertising, distributing, or disseminating materials or information that are defamatory, violate applicable regulations in the Kingdom of Saudi Arabia, or that are pornographic, obscene, offensive to public morals, or otherwise illegal through the Website and/or Application, or that contravene Saudi law or the law in your place of residence.
- Using the Website and/or Application to participate in any way in conduct that is or may be illegal, fraudulent, or harmful.
- Participating through the Website and/or Application in unlawful or illegal activities in the Kingdom of Saudi Arabia or any other country.
- Using any tool, means, program, or procedure to prevent or attempt to prevent the proper operation of the Website and/or Application.
- Taking any action that imposes a large load on the infrastructure of the Website and/or Application.
Service Provider Conditions
- The Service Provider must be a Saudi national or a legal resident in the Kingdom of Saudi Arabia holding a valid residence permit and must submit documents proving this by uploading them electronically through the Website and/or Application.
- The Service Provider must be medically fit, fully vaccinated against COVID-19 with at least two doses, and must not have been convicted of a felony or any offense affecting honor or public morals.
- The Service Provider undertakes not to close the Application, tamper with it, or disconnect the internet from their device so that the Service Requester remains continuously connected to the Application during the performance of Umrah-by-proxy, enabling them to track all stages of the rituals.
- The Service Provider is required to issue all documents that may be requested by governmental authorities in a timely manner to avoid failure to provide the service and to prevent any fines. In case of violation, the Service Provider shall bear the full fine imposed by governmental authorities.
- If the performer commits any legal violations, they bear full legal responsibility without any liability on the Website and/or Application. The Service Provider shall fully release us from any legal responsibility for any violations they may commit.
Subscription Services
Any visitor may access and browse the Website without being a registered member. However, if you wish to join us and work as a Service Provider, you must register on the Website and/or Application to obtain membership and begin providing services. You must provide us with accurate, current, and complete information about yourself. If you are already a member of the Website and/or Application, you may log in by entering your username and password and then begin requesting service.
We reserve the right, at our sole and absolute discretion and without the need to provide reasons, to refuse your request to subscribe as a Service Provider.
Payments
The Website and/or Application pays the Service Provider’s dues for each Umrah-by-proxy or Hajj-by-proxy service separately after its completion, within seven business days. The receipt voucher or bank transfers sent to the Service Provider constitute final financial settlement for each service.
The Service Provider must provide us with their correct personal bank account details, which belong to them and not to any other person, so we can transfer their dues to that account. Once the transfer is made based on the information provided, we disclaim any responsibility.
In no event shall we be liable to you and/or any third party for any direct and/or indirect losses or damages resulting from providing incorrect information used to transfer funds to your bank account and/or if the transferred amounts are confiscated by governmental authorities.
The Service Provider is entitled to a financial amount that includes transportation, living expenses, internet usage, and ihram clothing, minus any administrative fees or service-related or money transfer fees, if any, as follows:
- Amount of 500 SAR before any deductions for performing a standard Umrah-by-proxy service (normal track without a specific time condition).
- Amount of 700 SAR before any deductions for performing a fast-track Umrah-by-proxy service with a specified time, except during Ramadan.
- Amount of 800 SAR before any deductions for performing an Umrah-by-proxy service during Ramadan.
If the Service Provider breaches any obligations set forth in this Agreement or with the Service Requester, the Application has the right to cancel the service, not transfer the service amount for the Umrah, and impose a fine of 750 SAR on the Service Provider (cancellation).
Service Provider Acknowledgment
I hereby acknowledge that I have read, understood, and agreed to all the terms, regulations, and provisions related to working on the Inabah Platform as a Service Provider. I further acknowledge that I am a sane, adult Muslim who meets all Sharia conditions that permit me to perform Umrah-by-proxy on behalf of other Muslims who are unable to perform it themselves or for their relatives for any valid reason. I undertake to comply with all requirements of the work, to maintain good conduct and reputation, and to perform my duties diligently, carefully, and competently in line with the intended interests.
I further acknowledge that any mistake I commit during the performance of my duties shall be my sole responsibility, and the Inabah Platform shall bear no responsibility whatsoever.
Refund Policy
There is no refund policy for our services provided to our users, as the services provided through the Inabah Website and Application cannot be returned once performed.
Cancellation and Postponement Policy
You may not cancel or postpone the agreed start date for execution of the services requested by you. The Service Provider must not commit any Sharia violations and must dedicate themselves to performing the Umrah-by-proxy service in accordance with Islamic law and must not be engaged in any other work during the execution period.
If cancellation or postponement occurs, the Service Provider shall be fined an amount of 750 SAR (cancellation).
Termination Policy
These terms and conditions apply for an indefinite period. However, we have the right to terminate them at any time we deem appropriate and without the need to notify you, and to stop providing you with any services with immediate effect in the following cases:
- Providing your user identification code or password to another person to conduct transactions on your instructions.
- Sharing your membership account information (username, password, identification code) with any third party.
- Acting in a violent, threatening, abusive, bullying, or harassing manner towards any employee, Service Provider, or other user, whether through the Website and/or Application, social media, or at the headquarters of the World Federation of Muslim Scouts.
- Acting fraudulently or deceptively towards us, our employees, or any other users, whether through the Website and/or Application, social media, or at the headquarters of the World Federation of Muslim Scouts.
Promotional Offers
The Inabah Website and Application may, from time to time, offer special promotional offers. Each offer may have different eligibility terms and conditions that you must meet in order to benefit from that offer.
Price Changes
We reserve the right to modify the prices of our services or any components thereof in any manner and at any time as we may determine at our sole and absolute discretion.
External Links
The Website and Application may, from time to time, contain third-party advertisements and interactive links to websites owned by others for which we are not responsible. We do not make any representation or warranty regarding the accuracy or completeness of information on such websites and do not guarantee that they are error-free. Access to any websites linked to the Website is at your own risk.
Arbitration and Dispute Resolution
Any dispute arising out of or related to these terms and conditions shall be resolved in accordance with the laws and regulations of the Kingdom of Saudi Arabia (host country). However, we reserve the right to bring a claim against you for breach of these Terms of Use in your country of residence or any other country.
